El Debate del Estado de la Ciudad finaliza con un 65% de propuestas aprobadas

The City State Debate concludes with 65% of the proposals from municipal groups approved

During the second plenary session, 40 initiatives were voted on, of which 26 received majority support from the councilors of the Ajuntament.

Palma, June 10, 2025 – The second session of the City State Debate, held this Tuesday in the Plenary Hall of Cort, ended with 26 proposals accepted; that is, 65% of the total initiatives presented by the municipal groups.

The PP municipal group presented a total of 14 proposals; PSIB-PSOE, 11; Vox, 8; Més per Palma, 4, and the Mixed Group, 3.

It is worth noting that the plenary session was divided into four main blocks: Accounts, Economy, and HR; Citizen Services; Urbanism and Environment; and Surveillance of Contracting, Infrastructure, and DT. In each of these blocks, the groups defended and voted on the different proposals.

Accounts, Economy, and HR
In terms of Accounts, Economy, and Human Resources, six proposals were discussed, of which three were approved – one from the PP and two from Vox.

One of them, presented by the PP, refers to continuing to intensify the hiring of personnel through selective processes, with the aim of addressing the lack of public workers in all areas.

Likewise, at the proposal of Vox, the approval was given to modify the fiscal ordinance regulating the Tax on Constructions, Installations, and Works; as well as to strengthen the Urbanism staff to address resource shortages and streamline procedures.

Citizen Services
In terms of Citizen Services, 15 proposals were discussed, of which ten were approved – six from the PP, two from PSIB-PSOE, and two from Vox.

Continuing to strengthen, at the proposal of the PP, policies aimed at improving the quality of life of the elderly and promoting the Gent Gran Office as a reference space for support, guidance, and access to resources.

Urge the Government of Spain, at the initiative of the PP, to assume the construction of the City of Justice in Palma, through a minimum investment of 90 million euros, as well as to establish a schedule and effective coordination with the Government of the Balearic Islands and the City Council to ensure the project’s implementation.

Maintaining active, at the request of the PP, throughout the year the cleaning blitz launched in all neighborhoods, with a special emphasis on combating vandalism, and positively evaluating measures such as the creation of the ECOP.

Recognizing, at the proposal of the PP, the fundamental importance of the Local Police of Palma to ensure public safety and coexistence and ensuring that they have the necessary human and material resources.

Advancing, at the initiative of the PP, in the candidacy of Palma as European Capital of Culture 2031, in order to consolidate the city as an international cultural reference and take advantage of the opportunities that this recognition can bring.

Urge, at the request of the PP, the Government Delegation in the Balearic Islands to increase the necessary resources and personnel to combat illegal street vending and eradicate unfair competition for local commerce.

At the proposal of PSIB-PSOE, it was approved to promote the effective participation of citizens to ensure a true democratic exercise, agreeing to establish and convene the Municipal Health Council, the Women’s Council, and the Social Council to address issues related to tourism and sector workers; as well as for the Culture Council to address the city’s cultural model and its cultural projects.

Also, at the initiative of PSIB-PSOE, a comprehensive map of municipal services, programs, and projects was requested to promote social and territorial cohesion and make this information accessible to citizens.

Similarly, the approved proposals from Vox refer, on the one hand, to reviewing the bases of grant calls in the areas of Social Services, Equality, Interculturality, and Citizen Participation; and on the other hand, to fulfilling the adaptation of a building in response to the need for temporary accommodation for homeless people.

Urbanism and Environment
In terms of Urbanism and Environment, eight proposals were approved – five from the PP, two from Vox, and one from PSIB-PSOE.

Urge the Government of Spain to unblock the Special Plan for Son Busquets, defending the contribution of associations and groups in Palma, as well as to effectively transfer the initially committed 185 million euros for the tramway to sustainable mobility in the municipality, and the pending 35 million to finance the free EMT, both at the proposal of the PP.

Continue working, at the initiative of the PP, on policies to address the current housing supply crisis through affordable limited-price rentals for residents, following the decrees approved by the Government of the Balearic Islands.

Commit, at the request of the PP, to continue supporting and strengthening the Integral Housing and Anti-Squatting Office as a comprehensive tool to support housing, and urge the Government of Spain to urgently implement the legislative changes approved in the Senate to expedite property recovery, prevent abuses, and strengthen legal security.

Continue promoting, at the proposal of the PP, the Palma Culture and Innovation Bay project and, within this proposal, promote the creation of the Data Center for the Demographic and Tourist Model of the city of Palma.

Provide, at the initiative of Vox, the Urban Planning Management with the required capabilities, as well as promote different actions to take advantage of urban land.

Provide, at the proposal of Vox, the necessary means to Emaya to improve cleanliness and increase prevention, surveillance, and penalties against uncivil behaviors; as well as promote actions to carry out the construction of parking lots, improve EMT lines and frequencies, and improve taxi service.

Strengthen, at the request of PSIB-PSOE, the street cleaning and waste collection service of Emaya, and also implement a technological innovation plan.

Surveillance of Contracting, Infrastructures, and DT
In terms of Surveillance of Contracting, Infrastructures, and Territorial Decentralization, five proposals were approved – two from the PP, two from Vox, and one from PSIB-PSOE.

Continue promoting, at the proposal of the PP and with the transactional of Més per Palma accepted, the strategic projects that will mark the transformation of Palma towards a more sustainable, innovative, and citizen-oriented model, adding civic axes in neighborhoods and more green areas.

Decisively promote, also at the proposal of the PP, the Global Action Plan of Platja de Palma as a roadmap for the integral transformation of the area and demand from the Government of Spain the creation of a Commissioner for the reform of Mature and Obsolete Tourist Areas of Spain based in Platja de Palma.

Greater and optimal coordination, at the proposal of Vox, between municipal services and areas when carrying out works and new urban projects, as well as provide the Parks and Gardens service with more resources to carry out the growth of the city’s green areas.

Strengthen the fight against the climate emergency, at the proposal of PSIB-PSOE, through a comprehensive strategy of green infrastructures, increasing resources and budget allocated to tree planting, shade generation, and naturalization of urban spaces, among others.
