The Federation has also agreed to promote legal reforms to expedite the reconstruction of the municipalities most affected by DANA
Palma, March 31, 2025.- The Mayor of Palma, Jaime Martínez Llabrés, participated in the extraordinary meeting of the Board of Directors of the Spanish Federation of Municipalities and Provinces (FEMP) held in Badalona on Monday. During the meeting, they approved a request to the central government for an alternative to prevent municipalities from being harmed by the decrease in the State Revenue Sharing (PIE), as well as to avoid the reduction of the amount allocated to public transport subsidies, which entails a decrease from 240 to 120 million euros.
In this regard, the Federation expressed regret that the central government has not approved the General State Budgets, resulting in a direct impact on municipal finances, with losses of up to 1.159 million euros.
Likewise, the lack of dialogue and sensitivity on the part of the Ministry of Finance towards local governments was criticized. It is worth noting that the National Commission for Local Administration has not held an ordinary session since 2022.
On the other hand, the FEMP Board of Directors approved a proposal to promote various legal modifications to advance the reconstruction of the areas most affected by DANA in Valencia, with the aim of reducing procedures and deadlines, facilitating the reconstruction of infrastructures and facilities. Among them, municipalities with more than 50,000 inhabitants can assign workers who, remotely, wish to provide support in administrative tasks.
The reforms focus on laws such as Administrative Procedure, Public Sector Contracts, Subsidies, Environmental Assessment, Civil Procedure, Civil Protection, and Local Finance Law, in order to eliminate bureaucratic obstacles and ensure immediate assistance, thus strengthening the operational capacity of local entities.
