The parliamentary groups of PSIB, MÉS per Mallorca, and Més per Menorca have accused the PP and Vox of relaxing the restrictions on urbanizing transition areas, i.e., in rustic land, in municipalities with more than 20,000 inhabitants.

This was stated in their respective press conferences following the meeting of the Commission on Territorial Planning, Housing, Mobility, and Water Cycle of the Parliament, where the urgent actions law for obtaining land through strategic residential projects was to be evaluated.

The PP, as explained by the Socialists, has made several transactions to the amendments presented by Vox that modify the text «substantially» and effectively eliminate several of the limitations that were previously included for urbanizing transition areas.

Among other things, the possibility of building in these areas even when the classified urbanizable land has not been exhausted has been introduced. Previously, this could be done under certain technical, economic, and urbanistic circumstances, but the changes made by the PP will allow it to happen whenever the municipality is facing a housing emergency.

«They have added an aggravating factor, an additional facilitation. Saying that there must be a housing emergency in the Balearic Islands is a tasteless pseudo-joke to say that construction will be allowed on all rustic land,» joked the PSIB spokesperson, Iago Negueruela.

«It’s a loophole for all rustic land adjacent to municipalities with more than 20,000 inhabitants to be urbanized indiscriminately,» said Socialist deputy Mercedes Garrido.

Article 2 of the law, they warned, declares a housing emergency in all of the Balearic Islands, which would automatically enable this mechanism. «There is a housing emergency to allow construction but not to declare a tensioned area and cap rental prices,» the spokesperson lamented.

ADJACENT TO URBANIZABLE LAND AND LESS THAN 100 METERS

As explained by the deputies, the possibility of urbanizing transition areas adjacent to urbanizable land has also been introduced, whereas previously it was only possible with those adjacent to urban land. «A new loophole to classify rustic land indiscriminately,» Garrido pointed out.

Furthermore, while before it was required that these transition areas had a diameter of at least 350 meters to build on them, now this distance will be reduced to 100 meters.

All of this, according to Negueruela, constitutes an «attack» on the territory of the Balearic Islands. «And they want to do it in collusion with Vox and certain developers with names and surnames,» he added.

The transactions, they criticized, were made with «cross-outs» on the pages and without being supported by reports or technical studies that guarantee the feasibility of the «absurdities» introduced.

The Socialists have urged the mayors of municipalities with more than 20,000 inhabitants in the archipelago not to adhere to such an absurdity. «I appeal to the mayors to stop this abuse by the PP,» said the deputy.

The first one who will have the opportunity to do so, according to the socialist councilor in the City Council of Palma Pepe Martínez, will be the mayor of the capital, Jaime Martínez. In the municipal council meeting to be held on Thursday, it was announced that a motion would be debated through which they can «disassociate» from this law.

ANYTHING TO «DESTROY» MALLORCA

The MÉS per Mallorca deputy Ferran Rosa has considered that, given what happened in the Commission, the PP is «willing to do anything to destroy Mallorca and turn the entire island into a construction site.» «They are willing to override everything, including the rights of deputies and institutions,» he emphasized.

Rosa, beyond criticizing the way amendments and transactions were processed, reproached that what was supposed to be a regulation to address the housing access crisis will only serve to «build, build, and build.»

The spokesperson for Més per Menorca, Josep Castells, predicted that the new law will allow «building anywhere, without any conditions and bypassing urban planning.»

«Vox had presented an amendment with some logic, that is, that transition areas could be developed when there was no urbanizable land available in the municipality. Now, no longer, which enhances and multiplies this effect of building anywhere without any conditions,» he elaborated.
