Jaime Martínez Llabrés demands that SEPES respect Palma’s priorities in the urban development of Son Busquets
The mayor met this morning in Madrid with the general director of the public entity to convey the proposals of the City Council and neighborhood associations
Palma, July 15, 2025.- The Mayor of Palma, Jaime Martínez Llabrés, met on Tuesday with the general director of the Public Business Entity of Land (SEPES), an organization dependent on the Ministry of Housing and Urban Agenda of the Government of Spain, Leire Iglesias, accompanied by the Councilor of Urbanism, Óscar Fidalgo, and the Urbanism Manager, Bartolomé Abad.
Martínez Llabrés has conveyed to Leire Iglesias the need for the development of the Ministry and SEPES Plan for Son Busquets to align with the will of the City Council, the demands of the residents, and the real needs of the people of Palma.
The municipal government has put forward a series of technical and urban proposals that, as the mayor stated, are «essential to ensure a balanced, sustainable development that serves the people of Palma.» In this sense, Martínez highlighted that «Palma cannot simply be a passive recipient of plans made in Madrid; here we know what the city needs, and we are determined to defend it.»
Among the points raised by the mayor in the meeting are the following:
• Diversification of housing: The Plan should incorporate different types of housing — free housing, limited price housing, and official protection housing — with the aim of generating a socially balanced urban fabric. A demand that has been repeatedly expressed by neighborhood associations.
• Reduction of the tertiary use building capacity, which the City Council considers excessive in the urban context being planned.
• Revision of the planned facilities, such as schools, health centers, and social services, to ensure they meet the standards defined by the Government of the Balearic Islands and other competent administrations.
• Adaptation of the Plan to the real mobility needs, taking into account the road connections with the Valldemossa road and Alfons el Magnànim street, as well as a better provision of parking spaces.
• Inclusion of endowed housing within the total of the 831 planned homes, or as a percentage of the tertiary use building capacity, in order to give coherence to the planning and ensure its legal and functional viability.
The mayor has offered SEPES a framework of institutional collaboration based on dialogue to agree on a proposal «that does not take any longer.» In this regard, he highlighted SEPES’s willingness and commitment to accelerate the process that will allow progress in the development of Son Busquets after decades of stagnation.
Both parties have agreed to hold a new meeting next week in Palma to continue working on the special plan for Son Busquets.
